The European Commission (EC) involvement in the mission is coordinated by the Governance Adviser, Chiara Bellini and the DfID involvement is coordinated by the Senior Governance Adviser, Chris Gabelle. Representatives from the UNDP also join the team in relevant meetings.
This is the third support mission to the IRCBP in 2009. The mission is reviewing the overall progress of the IRCB Project by holding sessions with components and units within the Project. It is also interacting with the technical steering committee of the Project which is chaired by the Financial Secretary of the Ministry of Finance and Economic Development (MOFED), and holding meetings with the Minister and senior staff of the Ministry of Internal Affairs and Local Government (MIALGRD).

In its sessions, the Mission is addressing the following matters:
· Review of the implementation of the Mainstreaming strategy of the MIALGRD which includes progress on staffing and the application of Project support for staff and systems development
· Introduce an amended Results Framework and ensure consistency with the 2010 draft Annual Work Plan (AWP) including adjustments for Project M&E management
· With update from MOFED, review the integrated project coordination arrangements for the IRCBP, Integrated Public Financial Management Reform Project (IPFMRP) and the Decentralised Service Delivery Program (DSDP)
· Review progress of the new Information, Education and Communication (IEC) strategy
· Review capacity building interventions which would include formulation of Council Training Plans, the design and delivery of standard training modules and involvement of tertiary institutions for professional development
· Review progress with policy and legal/regulatory elements of reform such as devolution functions, decentralization policy, chiefdom Governance and Human Resource management issues
· Review of application of environmental and social safeguards.

The ISM also paid a field visit to the Bonthe Municipal and District councils to have interactive sessions with them to better understand their operations and see how best to improve support to them.
The Mission will draw to a close on the 11th of December 2009.
