An Implementation Support Mission will be held for the IRCBP from the 9th-18th June 2010
A multi-donor Implementation Support Mission (ISM) for the Institutional Reform and Capacity Building Project will be in Sierra Leone from the 9th June to the 18th of June 2010. On behalf of the World Bank, the mission is led by Vivek Srivastava (Sr. Public Sector Specialist). European Commission involvement in the mission will be coordinated by Marc de Bruycker (Head of Operations) and the involvement of DfiD will be coordinated by Ann Freckleton (Head of State Building). Update on IRCBP Civil Works
The Civil Works Unit of the Decentralization Secretariat since 2004 have been providing the required technical support to Local Councils in the areas of Civil Works. The main objective for the start-up sub-component was identified as providing physical infrastructure in order to house the activities of the Local Councils thereby creating the enabling environment conducive for staff to perform their respective functions. GoSL receives $20million for Decentralised Service Delivery
On the 19th of November 2009, the Government of Sierra Leone (GoSL) signed a Financing Agreement with the International Development Association (IDA) for a $20 million credit for the Decentralized Service Delivery Program (DSDP). The overall objective of the DSDP is to support decentralized delivery of basic services in health care, education, water and solid waste management, as well as providing Local Councils (LCs) with substantial funding.

At the wrap up meeting of the Institutional Reform and Capacity Building Project's Implemetation Support Mission, the leader of the mission, Vivek Srivastava,reported that the Project proved satisfactory on all levels of Summary development Objective rating, Overall Implementation Progress, Project Management, Financial Management, Procurement, and Monitoring and Evaluation.

IRCBP Mission Team Visits the Bonthe Councils
On the 7th and 8th of December, IRCBP officials led its Implementation Support Mission team on a field visit to Bonthe Municipal and District councils. The purpose of the field visit was to have interactive discussion sessions with the councils, to better understand their operations and know how best to support the councils’ agenda.
